Broward College/Institute of Public Safety  will be offering two sections of the 3 credit college course DSC 2590 Intelligence Analysis & Security Management beginning January 23, 2012.  We are currently looking for instructors to teach these two classes and would appreciate it if you could forward this e-mail to Regional Task Force members or anyone else whom you feel may be appropriate to teach the course.  The instructors should have a Masters degree in Criminal Justice or Homeland Security or Public Administration/Management or in a related area.   Law degrees are also acceptable.  Also, they should hopefully have some experience in the area of intelligence.  Anyone interested in teaching this course should contact :

Here is the course information:

Each course meets once a week for 12 weeks and each class session is 3 hours, 45 minutes.  One class meets on Tuesday afternoons, 2 pm to 5:45 pm and the other meets on Friday mornings from 7:30 am to 11:15 am.  Both classes will be taught at IPS (Broward College, Central Campus in Davie).  The first week of class is the week of Jan. 23 and the last week of class is the week of April 16 (there are no classes the week of March 5th due to Spring Break).

DSC 2590 Intelligence Analysis and Security Management:
This course examines intelligence analysis and its indispensable relationship to the security management of terrorist attacks, man-made disasters and natural disasters. It also explores vulnerabilities of our national defense and private sectors, as well as the threats posed to these institutions by terrorists, man-made disasters, and natural disasters. Students will discuss substantive issues regarding intelligence support of homeland security measures implemented by the United States and explore how the intelligence community operates.
A.         Demonstrate operational knowledge of intelligence gathering and analysis pertinent to homeland security and other threats facing government and private sectors.
B.         Outline basic intelligence policies and functions of the United States Government.
C.         Articulate the meaning and purpose for the Intelligence Reform & Terrorism Prevention Act of 2004.
D.         Evaluate the dependability and reliability of source information.
E.         Enumerate specific methods and / or techniques for obtaining intelligence, synthesizing it and analyzing it.
F.         Test and challenge intelligence in light of critical judgment and evidentiary analysis.
G.         Implement basic intelligence gathering techniques and analysis.
H.         Using various forms of intelligence, apply sound reasoning, formulates predictions and forecasts terrorist activities.
I.          Describe the foundation and goals for security.
J.          Identify, describe and analyze threats to national and international safety and security.
K.        Apply ethical and professional behaviors to intelligence gathering and operations.

Scrap Metal Theft Task Force Request

The Boone County Sheriff’s Office has received authorization to create a scrap metal theft task force.  We are looking for other agencies who have experienced similar problems and created task forces to address the issue.

MEMBERSHIP LIVES ON

SPIAA is still working on its membership growth.  We have done well in the last several months but need to increase of numbers by 200 to reach my personal goal.  If you have fellow classmates and find out they have yet to join the newly developed membership program, challenge them to participate.  We need help in all areas, and our next conference will be here before we know it.

The conference will be July 2012 and information is forth coming, be prepared to a jolly good time with other AOC/CODC graduates from around the country.

New Position

David Hendry passed on to us he has retired from TPD and accepted the position of Chief at the Tallahassee Community College Police Department.  He is responsible for a staff of 30 and approximately 16,000 students.  Chief Hendry advises the previous Chief is an SPI graduate so the AOC lives on.

NATURE OF WORK:
This is a highly responsible division head position appointed by the Sheriff, and reports directly to the Major of Support Services.  Work includes supervisory and management oversight of all aspects of the Alachua County Combined Communications Center, the Alachua County Sheriff's Office Information Technology Unit, and the False Alarm Reduction Unit.  This division operates 24/7 and employs approximately 120 full-time civilian staff with an annual budget of approximately $7,000,000. The Combined Communication Center serves the Alachua County Sheriff's Office, Alachua County Fire Rescue, the Gainesville Police Department and Gainesville Fire Rescue, in addition to law enforcement dispatch for the Waldo and High Springs Police Department.
MINIMUM REQUIREMENTS:
This is a full-time command-level position with an annual salary range of 69,260 - 111,833. Starting salary is commensurate with experience. The minimum eligibility requirements are at least five (5) years of progressively responsible and high-level management experience.  Superior knowledge of the needs of law enforcement, fire and emergency responders or an equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Degree in related field is preferred.

Maitland Florida Police Department Hits the News

Recently, many of our police officers have been going to school. This is good news for the citizens of Maitland, as a well-trained police force is better prepared to meet the rapidly changing challenges in technology, criminal trends and community patrol techniques. I have placed an emphasis on officer training, and the department has recently become involved in a number of educational endeavors. The most recent example was the graduation of Deputy Chief Dave Manuel from the FBI National Academy. Deputy Chief Manuel was nominated to attend the academy in April and completed the three-month program in June. This intensive course of instruction includes courses in law, behavioral science, forensic science, understanding terrorism/terrorist mindsets, leadership development, communication and health/fitness. Attendees participate in a wide range of leadership and specialized training, and they share ideas, techniques, and experiences with each other, creating lifelong partnerships that span state and national lines. Only 1 percent of police officers are ever invited to attend and Deputy Chief Manuel joins Deputy Chief McEachnie and me as FBI graduates. It is very unusual for a department the size of ours to have three graduates of the FBI Academy on staff.
The department also has recently begun sending its command staff to the University of Louisville’s Southern Police Institute Command Officers Development Class. The Southern Police Institute is recognized as one of the top law enforcement educational and training schools in the nation. This 10-week class is held two weeks out of each month for five months and includes a program of instruction on leadership, fiscal management, policy formation, personnel issues and others. Lieutenant John Schardine and Deputy Chief Manuel recently completed their studies. Lieutenant Ralph Palmer and Lieutenant Jeff Harris are scheduled to attend beginning in September. It is my goal to have the entire command staff attend either the FBI Academy or the Command Officers Development Course.
The department recently partnered with the University of North Florida Institute of Police Technology and Management to host several advanced training classes at our new Police Headquarters Building. These advanced courses include courses in fraud investigation, juvenile investigation, effective recruiting and others. These courses are held in our city and eliminate the need to travel. The Maitland Police Department also partners with the Criminal Justice Institute at Valencia Community College to offer many advanced training classes to our officers.
While these advanced studies in law enforcement strategies and techniques are important, the department has not forgotten the advantages of a formal education. Officers with formal education and degrees are becoming the norm with many of our officers having bachelor and advanced degrees. Studies have shown that there are significant increases in the performance of officers who hold college degrees. It is the department’s goal that all of its officers obtain college degrees.
We all know that educational opportunities do not come cheap, and routinely, come at a significant cost. The Police Department has been able to offer these educational opportunities with very little to no cost to our citizens through the use of partnerships and alternative funding sources. The cost to attend the Command Officers Development Course and the FBI Academy would be prohibitive under normal circumstances in our economy, as tuition and travel expenses typically exceed $5,000 per course. The cost to the taxpayers is zero as forfeiture funds are used to fund this tuition. The other courses are offered to our officers at little to no cost through our partnerships. We allow schools to use our classroom in the Police Headquarters Building in exchange for no-cost tuition for our officers. Maitland residents can be assured that when they call 911, the officers who respond will be the best educated and best trained in the area.

CODC Graduate begins new career

Jean Moe (29th CODC graduate) has started a new career. On March 21, 2011, Jean moved from Orlando, Florida and is now working and living in Alabama.  Jean received and accepted the position of 9-1-1 Director in Elmore County, Alabama where she is responsible for 4 Law Enforcement 9-1-1 Centers and 17 volunteer fire departments.  This month Jean will have been in 9-1-1 for 43 years.  Jean contributes all her management success to CODC and the SPI experience. 

SPI Graduate gets a new job

SPI class #103 graduate Scott Borden retired after almost 33 years with the Ohio State Highway Patrol to be appointed to Campus Police for the University of Rio Grande, in southeastern, Ohio.  Scott retired as a Staff Lieutenant (assistant district commander) from the Jackson District of the State Patrol in January and began his new Chief duties at the University on February 1, 2011.

SPI Alum Named Chief of Police

SPI alum Chief William Lamb will become Chief of the Fond de Lac (WI) Police Department on July 1st.  Chief Lamb, a graduate of SPI’s Chief Executive Leadership program, led the North Fond du Lac (WI) Police Department since 2001.  Congratulations Chief Lamb!

FOND DU LAC - Fond du Lac has named its next police chief.
Current North Fond du Lac Police Chief William Lamb will take over the Fond du Lac Police Dept. July 1. Lamb replaces Tony Barthuly, who is retiring at the end of the month.
Lamb, a Fond du Lac native, has been North Fond du Lac police chief since 2001. He has 23 years of law enforcement experience. Lamb is a graduate of Marian University, the FBI National Academy, the Southern Police Institute's Chief Executive Leadership program and Fox Valley Technical College.
Other finalists were Two Rivers Police Chief Joseph Collins, Fond du Lac Deputy Police Chief Kevin Lemke and Sheboygan Falls Director of Public Safety Steven Riffel.
